CAP & Trade Funds

California State Wide Change-Out Information

In California, the pilot program to tap its massive cap-and-trade funds has finally cleared many administrative hurdles and we now know which Air Districts will receive portions of the $5 Million program. None of the large districts in the state are included, so this will potentially bring changeouts to some very small, rural counties.

The funds will be distributed by Air Basins, with each basin receiving un-allocated funds which will probably go to the programs which are most effective in changing out old stoves. The funds will primarily go towards upgrading wood stoves for low income families and do not, unfortunately, include the installation of pellet stoves.

HPBA and HPBA Pacific will work to address this in future programs. It has taken three years for this first $5 Million to be allocated, but our hope is, that once this first allocation (essentially a pilot program) is concluded, then this level of funding will be an annual allocation.

There are certainly many organizations in California that are opposed to any wood stoves being included and our industry cannot take this program for granted. We need to ensure that we do our part to make certain that these funds are utilized carefully, and appropriately.
